The
Constitution of the
Preamble: The Greater Miami Council of the B'nai B'rith Girls shall have for its purpose; the spiritual, mental, and physical development of Jewish youth, the inculcation of a love and understanding of Jewish cultural heritage and unity with the people of Israel. The stimulation of responsibility as good citizens of the community in which they live, as well as the large Jewish community, the encouragement of good among the youth of all people, and interest in humanitarian, philanthropic, and educational endeavors. Article I- Name This body shall be known as the Greater Miami Council B'nai B'rith Girls of the B'nai B'rith Youth Organization or shall be referred to as the Greater Miami BBG Council. Article II- B'nai B'rith Youth Commission The provisions of the Constitution and the By-Laws of the B'nai B'rith Youth Commission are hereby made a part here with and whenever there is any conflict between this Constitution and that of the BBYC such provisions of the BBYC shall be supreme. Article III- Objective The council shall be a representative body of all the chapters whose purposes are to discuss common issues, plan common programs, represent the Greater Miami Council B'nai B'rith Youth Organization to the Jewish community and assist chapters in the developing of programs and leadership. Article IV- Membership Section 1. Admission The council shall consist of every BBG Chapter in the miami area from Northwest 163rd Street South, and from West Dade County Border east, including Miami Beach. A new BBG chapter of at least 12 young women, upon securing an approven advisor and recieving its charter automatically becomes a member of the council. The chapter must abide by the constitution and policies of Greater Miami Council. Section 2. Suspension With proper cause, any chapter may be suspended indefinitely by decision of the council director. The said chapter will be notified of the suspension immedeatly by the director and shall not be eligable for representation at any council meeting, council program nor shall they be permitted to hold any chapter meetings and programs. Any chapter, which has been suspended from the council for a period of three months, shall be recommended that the Youth Commission revoke its charter. Any chapter that has no representation at three consecutive general meetings will automatically be subject to suspension from the Council level. Section 3. Reinstatement A suspended chapter may be reinstated as a chapter in good standing at any time by the council director. Article V- Policies All policies should be followed according to the international policy of BBYO. Any action made in direct conflict with those policies set for the council shall be cause for suspension or revocation of the charter. Article VI- Officers Section 1- Names: a. The Greater Miami Council shall have the following elected officers: N'siah, S'ganit, Aym Ha-Chaverot, Mazkirah, Sh'licha, and Madricha. In the event of the absence/resignation of the N'siah, the S'ganit shall assume the duties of the N'siah. In the case of the absence/resignation of both the N'siah and S'ganit, the Aym Ha-Chaverot shall assume the duties of the N'siah. The immediate past N'siah shall become Madricha. Each officers shall send monthly releases to their chapter counterparts, serve as delegates in council voting procedures, participate in all council functions and activities, and serve as a role model to the B'nai B'rith Girls. All officers are expected to work in complete cooperation with their AZA counterparts whenever necessary. Section 2- Duties a. Council N'siah

Section 3- Elections Each officer shall be elected by a majority vote at the general meeting of the Greater Miami Council BBG Convention body at Spring Convention. Section 4- Term of Office Each officer shall be elected for a term of one year, or until her successor is duly installed. Section 5- Removal or Resignation Any officer of the Greater Miami Council may be removed from office by a 2/3 vote of the executive board after her notification of two weeks. This vote shall take place only after discussion with the officer in question, the BBG N'siah and the director. Aditionally, if any other officer is found violating BBYO policy, the officer will be subject to removal by the council director after the director holds a discussion with the N'siah. Any officer may resign after submitting a resignation in writing to the BBG N'siah. After an officer has left her position, a new one may be elected by a representative from either a BBG chapter or executive board. Section 6- Executive Board The Executive Board shall serve as a steering committee for the entire council body. It shall consist of all BBG elected officers, standing chairwomyn and the chaper n'siot. The chairwomyn and chapter N'siot are not entitled to their own votes.
Article VII- Committees Committees can be implemented and used at the descretion of the S'ganit along with the N'siah. Committees shall be formed and committee chairwomyn be chosen by the N'siah and S'ganit whenever deemed necessary. When their task is completed, the committee will be automatically dissolved, unless the executive board deems it necessary to dissolve the committee before that time. Article VIII- Meetings Section 1- General Council Meetings A. Representation- Every member of the executive board shall be entitled to one vote. Each chapter has the amount of three voting representatives at every council meeting. The division of the three chapter votes shall be left up to the discretion of the individual chapters. B. The first council meeting of every year shall be dedicated to Anita Perlman, the founder of the B'nai B'rith Girls. Section 2- Committee Meetings Section 3- Executive Board Meetings Article IX- Social Clearance Forms A chapter planing a program which involves the entire council must fill out a social clearance form and turn it into the council director. If another chapter wants to hold a major function on the same day, they must get permission from the chapter already programming on that date. Article X- Sweethearts Sweethearts and Beaus are symbolic and honorary only. They have no rights or privaledges of chapter membership in any other chapter othern than their own except for being allowed to attend chapter meetings and programs for the chapter of which they are a sweetheart or beau upon invitation of the host chapter. A. Sweethearts and beaus can not vote in any chapter other than the chapter for which they are currently a registered member. B. Sweethearts and beaus must be registered BBYO members. C. Chapters can have no more than one sweetheart/beau for every seven registered members in the chapter with a maximum of ten. Numbers allowed must be based on either actual reported members at that time or the last end of the year membership total, which ever is greater. Article XI- Council Chairwomynships A. Historian- shall keep a scrapbook, keep accurate recoards of her term and shall steer slideshow at GMC Convention. B. Mind, Body and Attitude- will sponsor council-wide programs on the subjects of domestic viokence, enhance the recreation fold of BBG, promote health and fitness through MBA, develop programs on the positive self-image of BBGs, educate BBGs on the health hazards of smoking, alcohol, and drugs, educate themselves and respect their bodies; publish a bi-monthly newsletter and promote BBG athletics. C. Jewish Heritage- publish information about upcoming Jewish holidays and events for the chapters so that they may educate their members and hold social programs related to the holidays and along with the BBG Council Sh'licha shall coordinate the Council BBG Shabbat. D. Sisterhood and Spirit- promote sisterhood and spirit throughout the council; promote and organize council contests; and steer spirit at GMC Convention. Article XII - Smoking Policy The Greater Miami Council has a smoking policy that that states that there is no smoking on the grounds of the Jewish Community Center while present for a BBYO program. Each chapter has created their own smoking policy and chapter guests and members must abide by both the chapter and the council's policies. Violating may lead to suspension. Article XIII- Amendments This constitution may be amended by a two-thirds majority vote of the council body. At least one meeting at least two weeks before the actual voting must be given before the proposed amendment may be voted on. Refer to Robert's Rules... Article IX- Ratification This constitution may be ratified by a 2/3 vote of greater miami council bbg body and will take effect immedeately.
